Kenyel William Brown was convicted on several charges including manslaughter and possession of a stolen handgun. While on parole after serving time, he failed drug tests, got arrested for drunken driving and missed mandatory meetings, among other violations, so he was arrested again. But he was released at the request of a federal law enforcement agency, because, as it turns out, he was a police informant. It was then, between 2019 and 2020, that a series of murders and other crimes in the Detroit area began.
